The S.E.A.R. Team currently has eighteen members.  Contributing to the team's membership is Martins Ferry Police Department (8 operators, 1 K-9), Cambridge Police Department (6), Bridgeport Police Department (2) and Bellaire Police Department (1).  The regional unit is comprised of an Alpha Team East (Green Team) and a Bravo Team West (Black Team) and is supervised overall by a team commander.  Each team has a sniper element, a hostage negotiator, a breacher, and a chemical specialist.  Each team is supervised by a team leader and an assistant team leader who report directly to the team commander.  The S.E.A.R. Team also employs a combat medic, a police k-9 working dog, and a technician. 

The team finished its first year of full activation after former single agency teams combined forces to make the regional team.  The above mentioned group are original members placed on the team after inaugural team tryouts.

 Membership is expected to grow in the upcoming year.  The S.E.A.R. Team has been contacted by new agencies requesting service and their requests are currently being processed.   The S.E.A.R. Team is a constantly changing, adaptable, well trained element.     

The Board Of Directors for the team are Martins Ferry Chief of Police Barry Carpenter, Cambridge Chief of Police Richard Wayt, Bridgeport Chief of Police Steve Studenc, and Bellaire Chief of Police Mike Kavalyk.

Team Commander- Chief Barry Carpenter Martins Ferry Police Department

Carpenter has successfully completed NASTA/Columbus S.W.A.T.'s Basic and Advanced S.W.A.T. Courses, The FBI Basic and Advanced Sniper Courses and Pittsburgh S.W.A.T.'s Team Leader Course.  He is a state certified firearms instructor and has instructor status on many different weapons systems.  He has been on numerous high risk missions and is active with both the entry and sniper elements of the team.  He is also responsible for training logistics, media relations, and administrative details.  Carpenter is the founder of SEAR Team. 

 

 

Team Leader Bravo Team West

 Lt. John K. Milam- Cambridge Police Department

Milam is a U.S.Army veteran serving with the army military police and special reactions teams during his military enlistment.  He has attended Miami Metro Dade-Florida Basic SRT Course, Columbus S.W.A.T. Basic, Singleton International Advanced S.W.A.T. Course, Singleton International Dynamic Room Clearing,  S.W.A.T. Team Leader Course with CSAT- Paul Howe-Delta Force, S.W.A.T. Team Leader Course with Countermeasures- Doug Pechtel- Delta Force and Ihor Baliban U.S. Army Special Forces, and Cincinnati S.W.A.T.'s Tactical K-9 Course among many others. Milam handles entry work and training logistics on the team.

 

 

Team Leader Alpha Team East

Siburt is a veteran officer with the Martins Ferry Police Department.  He has completed Basic and Advanced SWAT Courses with NASTA/Columbus SWAT.  Siburt is a department firearms instructor and is highly proficient with many different weapons systems.  He serves as the teams primary sniper, scout, and armorer.  He oversees much of the team's day to day operations and planning.

Sierra Units

 

Officer Tom Siburt

 Siburt is the team's primary tactical marksman and also serves as a team leader.  He has successfully completed Basic and Advanced Sniper Courses with the FBI in addition to the previously listed entry courses. 

 

 

 

 

Sgt. Phil Hall

Phil is a veteran officer with the Cambridge Police Department.  He has successfully completed S.R.T. Basic Training with Miami Metro-Dade, Florida and Advanced S.W.A.T. School with Phil Singleton of Singleton International.  He is assigned to Bravo Team as a tactical marksman. 

 

 

 

 

Entry Teams

Sgt. John Bumba

Bumba is a veteran officer with the Martins Ferry Police Department and an experienced tactical operator.  He has successfully completed the SWAT Basic and Advanced Courses at NASTA/Columbus S.W.A.T..  He has also graduated from K-9 Certification Courses at OPOTA and has participated in numerous blocks of handler training in Ohio and West Virginian.  He is a state certified canine handler and emergency medical technician. He serves as the teams combat medic and K-9 handler. He is assigned to entry on Alpha Team.

 

Officer Dave Peoples

Peoples is a veteran officer with the Cambridge Police Department and an experienced tactical operator participating in several high risk missions over the years.  He has successfully completed the NTOA Basic SWAT Course and Singleton International's Advanced Tactical Team Course.  He is currently assigned to entry on Bravo Team.

 

Officer Bob Walton

Walton is a U.S. Navy Veteran and veteran officer with the Martins Ferry Police Department.  He currently serves with the U.S. Navy Reserves as a Chief Petty Officer.  He has successfully completed NASTA/Columbus S.W.A.T.'s basic and advanced S.W.A.T. courses.  Walton has been involved in several high risk missions.  He is currently assigned to Bravo Team. 

 

Officer Tim Ferguson

Ferguson is a veteran officer with the Cambridge Police Department.  He has successfully completed Special Reactions Team Basic Training with Miami-Metro Dade, Florida where he won the class's "Top Gun" award.  He also completed training at Heckler and Koch's Advanced Tactical Team Course in Virginia, Armor Holding's Less Lethal / Distraction Device Instructor Course and Singleton International's Advanced S.W.A.T. Team Course.  He has been on numerous high risk call-outs and is currently assigned to entry on Bravo Team.

 

Lt. Andrew Klotz

Klotz is veteran officer and supervisor with the Bridgeport Police Department.  He has successfully completed S.W.A.T. Basic with NASTA/Columbus S.W.A.T.  He has been on several high risk missions with the team filling several different positions.  He is currently assigned to entry on Bravo Team. 

 

Sgt. Mike Hendershot

Hendershot is a veteran officer and supervisor with the Bridgeport Police Department.  He has successfully completed S.W.A.T. Basic with NASTA/Columbus S.W.A.T.. He has been on several high risk missions with the team filling several different positions.  He is currently assigned to entry on Bravo Team.  He holds the position of secondary breacher and gasman. 

 

 

Officer Jeff Burns

Burns is a veteran officer with the Martins Ferry Police Department.  He has successfully completed basic and advanced S.W.A.T. courses with NASTA/Columbus S.W.A.T..  He has been on several high risk missions with the former Martins Ferry S.W.A.T. Team and also the current S.E.A.R. Team.  He is assigned to entry on Alpha Team, and is the SEAR Team's primary breacher. 

 

Officer Nick Lemley

Lemley is an officer with the Cambridge Police Officer and is the team's newest member.  He is assigned to the entry element and additionally will handle less then lethal and chemical munitions for Alpha Team. 

 

Officer Donny Buff

Buff is a veteran officer with the Ohio Department of Rehabilitation and Corrections.  He is also a certified police officer with the Martins Ferry Police Department.  He is an experienced tactical operator and a new member to the S.E.A.R. Team.  He will be assigned to Bravo's Entry Team.

Officer Vern Trigg

Trigg is a veteran officer with the Martins Ferry.  He has successfully completed basic and advanced hostage negotiations courses with the state.  He is currently assigned to Alpha Team as a negotiator. 

 

                                      

 

Officer Roy Angler

Angler is a veteran officer with the Cambridge Police Department.  He has successfully completed basic and advanced hostage negotiations courses with the state.  He is currently assigned to Bravo Team as a negotiator. 

 

 

 

Tactical K-9

 

The S.E.A.R. Team's tactical canines assist in building searches, area searches, room clearing, tactical tracking and vehicle assaults.

 

"Rock"

                                           

         

Rock is a three year old Belgian Malinois.  He is a European import donated to the Martins Ferry Police Department in memory of former Martins Ferry Police Officer Nathan Rock, K.I.A. Operation Iraqi Freedom.  He is handled by John Bumba from Martins Ferry P.D.

 

 

"Bosco"

 

Bosco is a 2 year old, dark-sable German Shepherd.  His parents were imported from East Germany and he was bred by Al Gill of Vanderhaus Kennels in northeast Ohio.  He will be joining the team in July of 2008.  He works for the Cambridge Police Department.
